
RERA Rules Every Dubai Landlord and Tenant Must Know

The Real Estate Regulatory Authority (RERA) governs every rental relationship in Dubai. Understanding these regulations protects both parties and prevents costly disputes.
Rent Increase Rules
Under Decree No. 43 of 2013, rent increases follow strict bands:
- Less than 10 percent below market value: no increase permitted
- 11–20 percent below: maximum 5 percent increase
- 21–30 percent below: maximum 10 percent
- 31–40 percent below: maximum 15 percent
- More than 40 percent below: maximum 20 percent
Increases require 90 days written notice before renewal.
Eviction Process
Under Law No. 33 of 2008, landlords must provide 12 months written notice via notary public. Valid grounds:
- Owner intends to occupy personally or house a first-degree relative
- Property requires demolition or renovation that cannot be performed while occupied
- Landlord intends to sell the property
If a landlord evicts for personal use but re-lists within two years, the tenant is entitled to one year of rent as compensation.
Security Deposits and Maintenance
- Deposits capped at 5 percent (unfurnished) and 10 percent (furnished)
- Landlords handle structural repairs and major systems (HVAC, plumbing, electrical)
- Tenants handle day-to-day upkeep and minor repairs
Ejari Registration
Every tenancy contract must be registered through Ejari via the Dubai REST app or authorized typing centers. Failure to register can result in fines.
Dispute Resolution
The Rental Dispute Settlement Centre charges 3.5 percent of annual rent (minimum AED 500, maximum AED 20,000). Cases typically resolve within 15 to 30 working days.
